Registering in Sweden: personnummer, address and healthcare
If you plan to live in Sweden for a year or more, population registration is usually the practical starting point. It is the route through which a personnummer is assigned for the first time — but it is not the same thing as a decision about every other part of Swedish life.
01
1. Notify Skatteverket about your move
Skatteverket’s “Moving to Sweden” e-service is used to notify the Swedish Tax Agency. The notification can be made at the earliest 14 days before the move. Each person moving, including a child, needs a separate notification. The service asks for current contact details, a Swedish address and relevant supporting documents.

2. Book and attend the identity check
After submitting the notification, book an identity check at a participating state service centre. Family members moving with you attend in person and bring their original identity documents. If applicable, bring the residence permit card issued by the Swedish Migration Agency as well. Skatteverket makes the final decision on whether you are entered in the Population Register.

3. Understand what the personnummer does — and does not — decide
A personnummer is assigned when someone is entered in the Population Register for the first time. It makes many everyday systems easier, but it is not a blanket approval for social insurance, benefits, a bank account or residence status. Those questions can involve separate assessments or decisions.

4. Treat social insurance as a separate step
Försäkringskassan assesses whether a person is insured in Sweden and may therefore qualify for particular benefits. Families moving with children under 16 are contacted after population registration. Other people can provide information through the agency’s e-service when relevant, for example when applying for a benefit or an EHIC. Do not assume that population registration alone confirms benefit eligibility.
A practical caution
Processing times, required evidence and eligibility differ by citizenship, residence basis and family situation. Check the official service before relying on a timetable, and use qualified legal or immigration advice where your right to live or work in Sweden is unclear.
